Seeing much the same with 16.04 on an Intel NUC with a Skylake i5 6260U, and a Samsung 950 NVME, with the default kernel or 4.6-rc7. (I've been tracking the 4.6 RC's and this behavior has been apparent in each.) Running powertop with no tuning option shows all usage confined to C2 (pc2). Running powertop with the autotune option ("powertop --auto-tune") results in usage spread out among pc2, pc3, and, occasionally, pc7. Since I filed what seems to an identical bug (https://bugs.launchpad.net/ubuntu/+source/kwalletmanager/+bug/1446616) I installed 3 kwallet packages from proposed (libkf5wallet-bin, libkf5wallet5, libkwalletbackend5-5)on a new install from the 15.04 release image. I am still being prompted to migrate a wallet. Launching Muon Update Manager triggers the migration popup. I close the popup. Subsequently in the same session, launching Muon Update Manager does not trigger the migration popup. After a logout or a reboot, it's back. I was able to configure an account in KMail, via the wizard, without triggering the migration popup. Subsequently, launching KMail does trigger a request to enter a password to open the 'kdewallet' wallet. However, in a subsequent new session, a Kwallet popup did request a password when I launched KMail. I cancelled the request. KMail requested an IMAP password. This behavior persisted through several new sessions and reboots. I launched KWalletManager. It reported the Wallet was closed. I tried to open the Wallet. KwalletManager crashed and would not close vai the 'Close' box on the window decoration. In addition, the window itself was overly small and could not be resized. Closing it via a right-click on the Task Manager brought up the "failing to respond" display. That behavior has persisted:Moreover, KSysGuard shows kwalletd as a zombie process *after* reboots. KMail continues to request an IMAP password, although both IMAP and SMTP passwords are entered in the settings dialogue. Just happened here changing font settings in Unity Tweak Tool.
