I discovered that by changing the USB port that my mouse was plugged into would cause the problem to go away for a while. It will always come back in time (a few hours, days, or weeks), but at least it's a partial solution. Happens to me too on both a clean install and upgrade. It seems that restarting the Xserver a few times after logging in seems to give relief.
