Users should be able to select what format they want the date to be
displayed in. For example, if user selects Day/Month/Year format
(29/Sep/2011), then the panel should display with that format.

[Bug 740821] Re: Month and year navigation items aren't keyboard-selectable

I don't understand this bug report. Holding down Ctrl while selecting
left/right arrow key works to change the month on my computer. Holding
down Ctrl while selecting up/down arrow key works to change the year.
What exactly is the bug?

I don't want the month changing simply from pressing the arrow keys.
That should be reserved for just navigating to dates within the month.
