Have you tried to used the terminal and sudo apt-get upgrade, may wish to try 
with the dash -f option (sudo apt-get -f upgrade)
would also try a sudo apt-get update and see if any of your sources are not 
downloading.

Confirmed on 13.04 Live CD(13-02-11). Copy is now the default Drag and drop 
action You can now use shift to Move while before you used ctrl to force a

I agree a touchpad config tool would be nice. I would suggest checking out 
blueprints if one exists for a unified touchpad control follow it and even if 
you are not a programer a am sure there are things you could do to help. if you 
can't find one you can go about creating a blueprint for defineing a future 
feature. hopefully this helps.
