The install was an upgrade from 18.04 LTS to 18.04 to 19.04. After the
upgrade was completed, I could not understand why my Dell laptop screen
was blanking out.  I discovered that my "color management profile" was
in the "on" position and that was causing the screen blackout.  I
clicked on Settings, Devices, Color, Laptop Screen.  There I found that
the color setting was defaulted to the "on" position for my Dell
Inspiron 15-7599. I turned off that setting and the problem disappeared.
The screen works normally. I may consider removing that specific color
profile to avoid the problem in future upgrades.

Public bug reported:

The screen started to "blank out" (goes to a black screen) after a few
seconds of no input. For example, started to read a webpage and the
screen suddenly went to black after less than ten seconds. Or, when
typing this bug report the screen display would shut off. After touching
the mouse or touchpad, the screen would turn on. Never experienced this
bug before.  This only occurred after I had upgraded from Ubuntu 18.04
LTS to Ubuntu 19.04. Yes, this is really a bug.
