OK so on the #ubuntu-server room the response is:
x : because you haven't prepared and tested a debdiff to fix it yet
x : packages in universe are community-maintained

So, somebody who knows something about debdiff or debian packaging needs
to offer a proper patch\diff\deb.

@joseph, I found out the coulprit after getting to the same possition with a 
CentOS system and trying couple kernels.
The issue is being caused by a docker package from the "official" repository.
The issue was resolved with the 4.6 kernel since it didn't had the aufs module 
and there for the docker could not start and do harm.
Once I disable the docker service and reboot the system is back up and running.
But the issue accured with both 4.4.0-x 4.6.x 4.8.0-x when I managed to make 
the docker start up.
It happen only after upgrading the system so I cannot find the exact version of 
docker it started.

Testing the problematic state would be to install docker.io and enable it ie:
apt install docker.io
systemctl enable docker

To test:
reboot
ifdown ens3 && echo "OK"
ifup ens3 && echo "OK"

The test commands will result in two lines with OK at the end if everything is 
right.
On ubuntu-fan 0.9.0 an interface with dhcp receives an ip but the interface 
won't show as in up state and the command exits with an exit code higher then 0.
The commands seems to work fine after the update.

A simple docker.io installation can verify if the fix works or not.
Install an ubuntu 16.04 then install docker.io and reboot the system.
In my case it's a 16.04 with docker and kvm on the machine but I will be able 
to test it only next week.
If until then no one will test I will spin up a vm for the test before applying 
to production.

Auckland which should show me the Auckland  New Zeland time as a choice I do

As ubuntu bug system auto src package didn't found the right package I 
cannot add it manually, There for is the comment.
Since the 24 version of Thunderbird has this bug I filled I would not go 
into the trouble of using it So 17 is being used instead until the bug 
will be fixed by either Thunderbird or Ubuntu.

It's not a bug!
most of linux servers are not routers and specially not with bgp that there 
there is a big options that a packet will go out using one interface but the 
answer will get through another interface\route.
if you are operating a BGP router you should be aware of this issue in linux 
distros.
what can be done is to add like forwarding option in zebra\vtysh  an options 
to disable rp_filter using quagga interface.
