  * No change rebuild against openssl1.1.

New upstream release. SSL version is up-do-date.

@sdague: the issue still happens with the version of Tox from the Ubuntu
Wily: 2.1.1-2

I was able to install Tox and Virtualenv without running the dangerous
"sudo pip install":

sudo apt-get purge virtualenv tox 
sudo apt-get install python-pluggy python-pretend python-mock python-scripttest 
python-pytest python-stdeb 
sudo DEB_BUILD_OPTIONS=nocheck pypi-install virtualenv 
sudo DEB_BUILD_OPTIONS=nocheck pypi-install tox 
virtualenv --version ; tox --version
rm .tox -rf && tox -epy27 -v -v --notest
