While I have not been able to recreate the problem when I wanted to, I do know immediately when it happens since the screen immediately goes black (no progress bar). If I do not realize that the shutdown is incomplete, I often realize it several hours later when the fan is on full and the case is hot. There is no time that the keyboard is useful once the blank screen is present (no Ctrl-Alt-Backspace or any other key sequence has worked including REISUB). The closest bug to this I've found is Bug 231533, and I've posted some details there as well but it hasn't drawn any flies and is a couple months old. In Receiving Options I had Use Custom Command to Contect to Server checked and the field contained ssh -C -l %u %h exec /usr/sbin/imapd. I can confirm on a clean install of 9.10 64-bit. Gnome Clock Applet displays the time wrong but everything else (date in terminal, time and date in System-Administration) show time correctly. I should also mention the following: The keyboard is inoperative and if you don't notice that the shutdown failed then you will find that the system temperature rises frighteningly high.
