I did a new install of 8.04 LTS a few month ago. After that the bug was
gone. No trouble with compiz any more. Visual effects are set to normal.

I removed some duplicate entries from the list. Then I did a 
Settings->Keyboard->Add (German), ->Remove USA.
Seems as if I have a German keyboard layout under Gnome now. So I think this 
could be called solved.

Strange thing was that I could no longer check the Default Radiobutton
in the Keyboard settings.

I did no uninstall, only the upgrades.

Yes, I think so. (7.10 to 8.04) Desktop effects where either set to
minimal or off. When I looked into "Systemueberwachung" I found that a
lot of processes with "compiz" in their names was active.

Hope the information below helps. I still cannot get a German keyboard
layout with gnome. In a tty all works well, but not within the GUI.

Controlcenter->keyboard is set to german, keyboard is Generic 105 (Intl)

Public bug reported:

Binary package hint: compiz

After upgrading to Ubuntu hardy (development branch) Release:   8.04
compiz was active, but in the configuration dialog none of the radio
buttons was selected. Compiz used up all memory and made the system
unusable, causing crashes in different applications.

Workaround for me was selecting "Visual Effects -> None"

Possible solution: The old prefernce should be kept after upgrading.

After upgrading to Hardy Language support and keyboardlayout are somewhat 
broken.
In the "Aktualisierungsverwaltung" the package language-support-de is listed 
but cannot be selected.

In some Windows I get the German keybord layout, in some others it is
en-US.
