I had a simmilar problem when updateing from 14.04 to 14.10.
instalation of libc6-2.19.10ubutnu2.3 over libc6-2.19.0ubutnu6.6  stuck
in half configureg state beacuse the whole system froze.  I'm not sure
what is the cause of the problem but I did manage to fix it by running
the system in recoevry mode  and running dpkg --configure -a. It;s worth
mentioning that I use a custom kernel (3.18) i thought it might be the
problem so to be sure i ran the ubuntu certified kernel for recovery.

That solved the problem.  I belive that upgrading libc6 in recovery mode
isn't reqiered so i guess this is to be considerd a bug

This bug dose not affect my work with the system - i report this only because i 
i thnk it might help make the suspend under linux more reliable.
 
I've experinenced this using latest Jaunty

somtimes usually after few suspends,  durring resume i get information
like   Device 1-3 resume failed and something about USB (i've attached
that kern.log - the interesting meseges are from 2009-04-04 02-20-09)

There is one more thing not neccesarry related to this bug .

The more suspends my Jaunty was in the slower it works after. i've also
observed that sometimes it uses very much SWAP when stil haveing lots of
RAM free example;

i had that situation that 150 MB RAM was used (of 1GB)  and 1GB (of 1GB)
of SWAP was used, and system worked teribly slow

what other information should i provide ?

I've found a partial solution.

replaceing the content of  
/usr/lib/hal/scripts/linux/hal-system-power-suspend-linux with -> 
/usr/sbin/hibernate-ram
and using the KDE4 Session Manager solves the problem.  About the script I'm 
preety sure that it kills X  because, lately i've updatet hal and the script 
got back there,  i  forgot to delete it egain. And the issue reocurred,  i 
think that the code executed after the suspend (that resumes devices properly) 
kills the X.  I'm not sure about how realy usage of KDE interfers with this,  
but  i've observed that the problem occurs more often on GNOME than KDE

Today a whole night suspend was succesfull (X didn't die, i only had to
click on the screen to get the unlock screen),  but i thought i'll
check out logs,  in  kern.log  i've found this:

i've merged all Xorg logs i've found in /var/log  into single file.
Computer was shutdown. then started normaly, and imidietly after
sucessful start (including login into X) has been suspended.  after a
while  10-15 iv'e woken it up and the X crashed,  these files where
colleted imitiedly after X got it sevle back together.

i can confirm what you say based for this moment on former observation.
i've checked that for normal suspend the pid i won;t change - that's ok.
but i remember that when X restarts on resume,  it changes vt from  tty7
to tty8 or tty9 never know where i can find it, so i gues that surrley
the pid changes also. I can add from observation that, X crashes, on
memory load,  long suspend, and suspend when only on batery <- but not
alwasy, those just make it happen sooner in my opinion. first i though i
might that durring suspend some contents of graphics memory gets wiped
of, and in resume X has nothing to get back to and restarts. i checked
is it a problem with my RAM,  but testing 3 times with Memtest said that
memory is perfectly operational.  then i though it is related to bugy
drm or intel driver (i had an issue with hanging system durring
glxgeras, but that's solved (insted i've lost half of the former
performance)),  now drm works great. I'll inlcude Xorg.log.old,  ass
soon i get a failure (when working normaly i try not to suspend)

I 'll be of for 2 days so i might get it in Monday 
hope it is possible to get it back working :)

System hangs, while i'm working in the Eclipse Development Envinorment.
the mouse keeps working but every other thing on the screen becomes
unresponsive,  system reacts only on the magic SysRq combination
Alt+SysRq+R, E, B,it started happening after the latest packaged
update (if i remember it was 5:00 or 6:00 pm)  i've checked out my logs,
and found this in kernel log

[Bug 331455] [NEW] system crash after suspend with rt73usb enabled

This didn't happend in Hardy,  started in Interpid, and presists in
jaunty .   if  i don't remove the module rt73usb, from kernel before
calling  pm-suspend,   my system won't  wake up from it i can hear the
disk spinning but that's all no video, and no reaction to keyboard, only
hard reset helps.  if i add the rt73usb to pm-suspend  config file to
unload it before suspend,  Suspending works properly

probaly a bug in thet module.   say is there any other info that might
be usefull

back together,  it happend after all night suspend,  and using kernel:
2.6.28-8-generic.  no interesting programs where ran,  as i remeber only
Firefox,  and Eclipse,

but in that case system fails shortly after resume, in my case there is 
something wrong durring resume

i've got a wired suspend problem. My system suspends perfectly, problem
occurs on resume.  Generaly everything works, but sometimes, on resume
my X server simply restarts,  the frst thing i see on the srcreen is the
GDM insted of unlock window. The worst thing is that i completely don't
know what might be causing it.  i've only observed that fresh booted
system suspends and resumes great. i  supose that somehow, usage of
memory is causing this issue,  if i leave some programs running, let's
say Eclipse developmet envinorment,  i can be sure X will restart.   The
issue first occured in Interpid,  and still remains.  I've find out one
thing.  rt73usb kernel module prevents the system form resuming properly
using the pm-suspend utility.  when the module is loaded system hangs on
resume and the only way of recovery is hard reset i don';t know should i
open a new bug report for this,  i never did that because i didn't know
on which packages to report it,  and more important is that it wasn't a
problem in Hardy.

Say if there's any other info that i could support to help solve this, i
can test new kernel's if nedded
