I have a WD Passport and I can spin it down by doing sudo sdparm -C stop /dev/sdb but only if the drive is mounted. I don't know how safe this is since I do not know much about the purpose of mounting / unmount drives. One of the things I haven't done much research to understand. Which way is safer: pull the plug while it is spinning but unmounted, or spin it down while it is unmounted?
