It was still broken in 7.10, but the tcldom package appears to have been removed from 8.04. Building my own tclxml + tcldom using the 3.0 debian/ control/rules/etc, updating only the version number, with the official 3.1 sources, fixes the problem. IMO upgrading to 3.1 is a no-brainer; 3.0 is five years old at this point.
