Restart XFCE and you should be met with your new wallpaper, it might change immediately I can't remember. That is the problem, there should be ;) I'm running basically the EXACT xorg.conf you are. can you not recompile xconf with the patch from my bug report? I would almost guarantee it is the same issue. I had the same exact behavior that you descibed. There has not been a new release of xfconf so unless canonical(ubuntu) cherry picked the commit to xfconf that fixes it, it will still be broken and my bets are that they didn't. Your only option is to recompile xfconf yourself either from git or from ubuntu's sources and apply the patch yourself from my bug eric linked before.
