Sorry, I was not very clear, and thank you for the prompt reply. I have
tried the workaround before I posted my comment here. It does not work.
Note I cannot uninstall MySQL. I need it. And yes, I don't want the
service to run on boot, preferring to start it manually (Although I can
change this of course, probably pads a couple milliseconds @ boot time
but SSD speed is almost negligible).  :)

>From what I read above and in other reports, this is what I have done so far:
1) enable the service - systemctl enable mysql.service
2) start if not yet started - systemctl start mysql.service
3) apt upgrade

But it seems the `enable` command has some errors - sudo systemctl
enable mysql.service

Result:
Synchronizing state of mysql.service with SysV init with 
/lib/systemd/systemd-sysv-install...
Executing /lib/systemd/systemd-sysv-install enable mysql
insserv: warning: current start runlevel(s) (empty) of script `mysql' overrides 
LSB defaults (2 3 4 5).
update-rc.d: error: no runlevel symlinks to modify, aborting!

@Peter Roos I can't always trigger this bug when minimizing the window.
By the way, this bug also happened on Google Chrome. Not using local
menus since for me it's useless on small screens.

From Firefox, I go to another application window (say Gnome Terminal),
then when I go back to the FIrefox window the tabs are not clickable.
When I hover the mouse cursor on a tab, it does not highlight that
particular tab. Right clicking on the tab, however, brings up the
correct menu (has the tab options).

Not sure how to replicate this bug. It seems random. Many times,
shifting from one app window to another, then back to Firefox does not
trigger this weird behavior. At first I thought it was related to a tab
with Flash running in it, but it still happens without any.

[Bug 818170] Re: Option that open applications should be sorted

The idea is not bad and can be improved on. That alternative linked
above sounds like a good idea too and similar to this one. Anything as
long as ACTIVE/RUNNING apps are given priority instead of sitting at the
bottom of the heap with its icon almost not visible because of the
accordion effect.
