Highly important for blender. Blender uses all kind of keyboard
shortcuts: ctrl+alt+key, ctrl+shift+key, ctrl+alt+key,
ctrl+alt+shift+key, control+space, shift+space, alt+space,
ctrl+alt+space... There is an alternative way to get access to these
functions, but shortcuts are essential in blender (like in vim). List of
keyboard shortcuts in blender (only for 2 modes, while blender has about
10 different modes):

Everything was ok with keyboard in 13.04, but the current state of 13.10
detracts thousands of users (all web-forums and linux-related blogs in
russian have been flooded with all these keyboard problems). Keyboard
layouts are utterly broken for users with non-latin layouts. When
package can't serve its main purpose the importance should be set to
Critical, not to High. Also, can someone explain why we can't simply
downgrade gnome-settings-daemon package in repositories?

@nrbrtx, Gnome 3.10 from Gnome PPA allows to switch with ctrl+shift, so
no reason to blame Gnome here. The problem is in Ubuntu infrastructure
in common (unity, gsd, ibus, etc.). My wild guess is that Unity now
intercepts all modifier keys (not just Alt like it was before) and then
when user presses any normal key it passes the keypress event to the
application.

Temporary workaround: install and use gnome 3.10 as described at
http://www.webupd8.org/2013/09/how-to-install-gnome-310-in-
ubuntu-1310.html . Gnome 3.10 is not very stable too, but at least it
allows to switch keyboard layout with ctrl+shift. And it's new GUI
(a.k.a client-side-decorations) is cool. maybe you won't need Unity
anymore.

Not sure about other Desktop Environments, maybe KDE or XFCE are not
affected by this problem too.

When user with russian locale launches ubuntu-release-upgrader, it
calculates changes and prompts user to continue installation. This looks
like:

installation can't be aborted).

Notice that confirmation keys are translated too. It could be a problem
of translation, but in previous versions of ubuntu (9.10 - 10.04) keys

Actually there is much bigger problem problem with nvidia driver, see
bug 1037896. Even the latest stable nvidia drivers (304.37) will break
unity, gnome shell, firefox or any other glx application and crash
xserver.

Переносы в 9-й версии работают неправильно (выполняется перенос _после_
слов под-держивается, ко-довое, конфигу-рации; все остальные слова с
переносами вообще посередине строки). OpenOffice 3.2, msttcorefonts
установлены.

Естественно те же ошибки в wine wordpad (там вообще нет разметки страниц). Там 
же трабла с кодировкой:
Ubuntu — ýòî äèñòðèáóòèâ GNU/Linux, ñîçäàííûé â äóõå îïåðàöèîííîé ñèñòåìû 
Debian è îñíîâàííûé íà íåé. Îí èìååò ÷¸òêèé ãðàôèê âûïóñêà íîâûõ âåðñèé (íîâàÿ 
âåðñèÿ âûõîäèò êàæäûå øåñòü ìåñÿöåâ) è îðèåíòèðî-ван на простоту использования

Вообще rtf не рассчитан на переносы; переносы можно сделать либо в odf
динамически, либо фиксировано в pdf.
