I have not seen anything in particular related to that in the logs. Sambas 
logfiles are similar informative to the one it tries to emulate ...
I tried to install Ubuntu 17.10 but since it is EOL I cant install all 
neccessary packages. 
Cant you get someone from the samba devs to take a look at it?

In the meantime I tested with Ubuntu 16.04.6 and the "Attribute-Editor" tab is 
also present on this system.
So the bug has to be between 16.04 and 18.04

No, it is a bug. 
The Attribute-Editor is an essential part of an active directoy.

This screenshot is pretty old since the "Unix-Attributes" next to the
"Attribute Editor" has been deprecated with Windows Server 2016.

I created a samba-ad with the following parameters:
"samba-tool domain provision --realm=adiumentum.local --domain=adiumentum 
--server-role=dc --dns-backend=SAMBA_INTERNAL --adminpass=Admin123 
--option="interfaces=lo eth0" --option="bind interfaces only=yes" --use-rfc2307"

Then I tried to connect to my samba ad from a non ad member pc (Win10) with:
%windir%\system32\runas /netonly /user:ADIUMENTUM\Administrator "mmc dsa.msc 
/server=10.0.0.35"

The connection works without problems but when I enable "Advanced
Features" and try to edit a user the tab "attribute editor" is not
present.

Then I installed Fedora 30 with samba 4.10.x and created a similar enviroment.
When I connected to this machine and looked for the Attribute Edtior tab, it 
was present.

sorry that it took longer than expected to test the new package. 
I have installed it right now and it seems to be working. I have no errors in 
my openvpn logfile and I can reach my firewalled machine through the tunnel. 
If you dont hear till monday from me then I would give this a go.

This line is sufficient to get me connected to my firewalled server. I
dont get any "sudo pam/policy" or "Warning --learn" errors.

my second test was with this line:

CAP_NET_RAW CAP_SETGID CAP_SETUID CAP_SYS_CHROOT CAP_DAC_OVERRIDE 
CAP_AUDIT_WRITE

I just added CAP_AUDIT_WRITE and I still have no errors and a working
connection to my firewalled machine, so we basically need just that,
right?

sorry for being silent for so long. 
Today I tested openvpn_2.4.6-1ubuntu1_amd64.deb from cosmic with the 
openvpn@.service from upstream and I get no errors when my clients connect. 
If we change the openvpn@.service file in cosmic / bionic according to the 
upstream file we should have a solution ...

Just please keep in mind, that there are also these errors in the bionic repo, 
that are not present in the upstream repo.

I found it far more easy to test the three test cases first.

I. (first I test them seperately)

1. CapabilityBoundingSet=CAP_IPC_LOCK CAP_NET_ADMIN CAP_NET_BIND_SERVICE
CAP_NET_RAW CAP_SETGID CAP_SETUID CAP_SYS_CHROOT CAP_DAC_OVERRIDE

this one already breaks it: 
Failed running command (--learn-address): external program exited with error 
status: 1

2. ProtectSystem=true
this line seems to work fine. I get no visible errors and the routing works.

3. ProtectHome=true
this line seems to work fine as well

II. (now I test the two working lines together)

ProtectSystem=true
ProtectHome=true

these two lines seem to work fine together, I still can reach my
firewalled server

III. (all three together - since the error message on I.1. is only a
fraction of bionic / cosmic repo build.)

CapabilityBoundingSet=CAP_IPC_LOCK CAP_NET_ADMIN CAP_NET_BIND_SERVICE 
CAP_NET_RAW CAP_SETGID CAP_SETUID CAP_SYS_CHROOT CAP_DAC_OVERRIDE
ProtectSystem=true
ProtectHome=true

again I get 
"WARNING: Failed running command (--learn-address): external program exited 
with error status: 1" and therefore I cant reach my firewalled server.

I just want to mention, that this errormessage is just a fraction of the
original error message I got in #4 (the sudo part is missing here)

the package from repo: deb http://build.openvpn.net/debian/openvpn/stable 
xenial main
 works without any issues
while the package from bionic repo, the repo you provided and the cosmic deb 
file produce the same errors as listed in #4

I am not sure if this helps, but if you look at line 16 to 20 in that
diff the xenial init file contains a "script security" passage while the
cosmic does not.

I updated my Server from xenial to bionic today. on xenial I was using
the openvpn repo from the openvpn developers
(https://community.openvpn.net/openvpn/wiki/OpenvpnSoftwareRepos)

now that bionic ships a more recent version I removed the ppa and
switched to the distro version (2.4.4)

my openvpn server assings a real ipv6 address and does nat for ipv4 forevery 
client. Also i push a route so a /64 ipv6 net and one ipv4 address is reachable 
through the tunnel. 
(I have firewalled a server so it is only reachable through the tunnels ips)
With openvpn 2.4.4 from bionic repo this does not work anymore, aka the server 
is not reachable anymore. 
I quicky reactivated the xenial repo from 
https://community.openvpn.net/openvpn/wiki/OpenvpnSoftwareRepos and upgraded 
the server again (to 2.4.6)
after a restart I was able to reach my server again.

so most likely there is a bug in bionics 2.4.4 version of openvpn

well i also have this bug and own an amd 7870 videocard using the catalyst 
driver... i think it is obvious that 
every proprietary linux video driver causes this issue. 

of course the "LD" workaround also lets skype start for me, but i have a severe 
crackling
on my "headset" for a few seconds and starting and ending calls does not work 
as flawless as it should ...

i tested my headset audio output through audacity and there are no disortions, 
so this
is a skype thing ... im not sure if it is connected to the "library linking" ...

i tried now 5 hours to get a bootable kernel. i really dont know what goes 
wrong ...
i have ext4, ahci and the intel controller built in but ubuntu claims it does 
not find /
(i used config-2.6.32-24)

would it be possible to get a working config with less "modules" since it takes 
ages to build 
the standard ubuntu config.

i used this line according to your suggestions.
pasuspender -- arecord -D plughw:Intel -f cd test.wav

there is still a noise inside the file.

i did a lot of bisecting for several problems in wine so i know how this works.

im sorry but it didnt help.

at first i tried: 
options snd-hda-intel enable_msi=1

then: 
options snd-hda-intel enable_msi=0

after that:
options snd-hda-intel enable_msi=1
options snd-hda-intel position_fix=1

and in the end
options snd-hda-intel position_fix=1
options snd-hda-intel enable_msi=0

but none of these quirks helped.

the bug is still present with recent kernel.
i even removed my audigy2 in the meantime but the crackling on the 
microphoneport is still there.

hello again, 
sorry for the delay.

i tested both options but both did not help with my problem.
i still get a choppy recording quality. 
im sure i did the changes correctly. 
i was able to install and purge the package for my 2.6.32.22 kernel
and also edited the file with nano and put the "options" in the last line.

the only thing i remember that was not 100% smooth was the purge
because it mentioned that the update folder could not be deleted
because it is not empty.

i updated to the most recent kernel (2.6.32-22) but the problem is still 
present.
(i did also a fresh installation of 10.04 to eliminate upgrade problems)
the sound works but random noise kills the sound recording quality.
i would really appreciate if someone would take this bug and help me.
