This bug is the one and only bug I have been able to notice after an upgrade from 10.04 to 10.10. That means that the 10.10 install would be working 100% perfectly for me, if this bug was fixed. Instead, the crucial first ten second impression is ruined by a scary and broken looking boot screen. It's like a dealer delivering a brand new Lexus with a keyed door. I can't imagine how off-putting this could be for someone who didn't realize it was merely a transient graphical glitch - a non-technical user might be afraid to trust the entire system after seeing this boot screen. I have noticed this behavior for the past several weeks in 9.04.
