i talked to the people on #ubuntu-motu and they told me that this
version bump is not possible without cooperating with the debian guys..
(see http://bugs.debian.org/359810) .. but the bug report is about a
year old without a response, so we shouldnt expect much

In Ubuntu 6.06 The Frequency scaling worked quite nice, and the system
automatically adjusted the frequency according to the apps I use. After
a dist-upgrade (i use edgy now) the Applet says

Frequency scaling unsupported and the cpu speed is at 1.6 GHz freezed
(maximum speed) (it shows 100%)

Kernel: 2.6.17-10-386
CPU Frequency Scaling Monitor: 2.16.0.1
