I can confirm that installing grub-efi-amd64 as Justin mentioned, did
the trick for me as well.

Same problem here, Ubuntu 16.04 on dell xps 13 9350 4.4.0-21-generic

After a suspend I can not shutdown nor reboot, getting the error
mentioned.
