You are facing the issue because you had, before the upgrade, a cinnamon version provided by a PPA which conflicts with the way the Ubuntu package is done. Hello, it is not a bug. Most of the packages (if not all of them) providing a shared library don't provide the symlink to the corresponding .so file. To have it, you have to install the corresponding -dev package (libusb-1.0-0-dev in your case). The package in Debian testing are up to date. Unfortunately they appeared just after the FeatureFreeze of Ubuntu precise.
