You are facing the issue because you had,  before the upgrade, a
cinnamon version provided by a PPA which conflicts with the way the
Ubuntu package is done. Please remove your earlier PPA version before
running the upgrade.

Previous attempt to build i386 package failed during the tests because
it was run on a build machine using an old kernel (hardy distribution).
Rebuild the package should now succeed since there is no more old build
machine.

Hello,

it is not a bug. Most of the packages (if not all of them) providing a
shared library don't provide the symlink to the corresponding .so file.
To have it, you have to install the corresponding -dev package
(libusb-1.0-0-dev in your case).

The package in Debian testing are up to date. Unfortunately they
appeared just after the FeatureFreeze of Ubuntu precise. If you want
precise get an up-to-date version, you have to request a sync
(https://wiki.ubuntu.com/SyncRequestProcess)
