I can confirm this, as same problem occurs on Utopic. I think they removed automaximize compiz feature (I am running 13.10),
so now it works.
Shotwell is written in Vala ("C encryption"), it translated to C and
then compiles.

I have fixed this issue in my app by triggering resize when window resizes, not on widget allocation signal (which happens after drawing).
