I can reproduce this only after a search with no results (i.e, after getting the message: "There is no matching application available."). [Bug 272336] Re: "Mute/unmute PCM" button doesn't unmute audio
Same here, running 9.04. After muting PCM from gnome-volume-control, unmuting it does not actually unmutes it. However, if you move the PCM volume slider after unmuting it, the sound comes back. The problem seems to be that unmuting the PCM channel does not restore its volume (alsamixer shows volume at 0 after unmuting).
