[Bug 1880514] [NEW] Monitor setup doesn't apply until login

Public bug reported:

I have my laptop sitting in half-clamshell on the desk hooked up to external 
monitor via HDMI.
By default my monitor config is to have the screen displayed only on the 
monitor on my desk and not the laptop.

This work fine as soon as I log in, however at the login stage it has
defaulted to displaying the screens in extended mode, with primary
display on my laptop, which means I have to move the PC, open it up and
login there before the displays go back to the setting I have chosen.

Generally not an issue except its a nuisance to have to move them around
every time I login.

Wondering if this is a big or if its intended behaviour ?

the Firefox OS project similarly implemented this and it was prioritised
by them because its a requirement for the phone OS to obtain certain
certifications - maybe this could be used to push it in priority :-D

Does anybody know an ETA on this one ? This functionality is pretty
critical for me and my team as we dial multiple conference calls every
day and its the only thing that really keeps us from using Ubuntu phones
:-/
