Expected Image to load
loads to about 98% then total OS lock up, (didn't try remote ssh in and killing 
firefox)

Repeated 4 times.

It is a jpg so yes it is possible it is the same bug.
Having dead locked my system four times trying this out I wanted to do 
some backups before comparing that link. Also having little in the way 
of feedback after the action I wasn't sure how to check accurately.

Binary package hint: zoneminder

This 9.10 Ubuntu karmic (development branch) is upgrade from 9.04. Zoneminder 
was previously installed when at 9.04 level.
Failure to install may relate to files left by earlier version that was 
installed but removed when it stopped working after 9.10 update.

Have not yet tried to install the package on clean 9.10 install.
