Hi Dimitri,
together with Hendrik we found, that depmod -a does not trigger the device 
detection, as under debian. An update-dev after depmod -a seems to solve this 
problem, also for DASD detection.

By the way, this is (for sure) also reproducable on installer version
440. It is not caused by the installer, but ubuntu-snappy.firstboot

Hi Canonical Server Team, on another distro with a previous version of 
multipath-tools (0.4.9) I can not see this misbehaviour.
Although 0.5.0 isn't that new, I don't know of another distro for s390x with 
0.5.0 where I could check this.
