This only happens when the window is closed by means other than the
close button in the lower right, e.g., from the launcher item or the
title bar.

Killing gnome-power-statistics and reopening fixes it until next time.

[Bug 951985] [NEW] Popup menus don't render correctly.

They often appear completely transparent, except for the shadow.
Individual entries appear as the are moused-over. This doesn't seem to
happen in other applications.
