This issue impacted me as well on a fresh Ubuntu 18.04 install. I encountered this when I attempted to install ubuntu-restricted-extras. I have found two workarounds that may be clues to the origin of the issue: 1) CTRL-ALT_F1 to get to terminal then CTRL-ALT-F7 to return to x session.
