I can confirm that to. It used to work, and seems to continue to work if you don't reinstall chrome, but if you do, it automatically changes back to "true". I'm not sure if I have the same problem, but definitely a similar one. I have a Dell XPS 12-9Q33 as well. The main difference is, that the weird noises' volume doesn't change when I turn the volume up or done, while the actual sounds' volume (music, whatever, ...) changes. I disappears when I mute though.
