and in gdm he/her set to  en_GB

can we do it like this:

or even

en_GB:zh_CN:zh_TW:zh_HK:en_US:en_GB


it is simple and can work.

Ubuntu's packages should not be have huge difference from debian one.

Since the debian's packages can only have 1 key, ubuntu should have 2 -- it 
will make a lot of  ubuntu delta.
This have more break the relationship with debian.

For package maintors, it is not a problem to modify pbuilder's config
file.

 Binary package hint: ibus

 In ibus 1.2.0.20091215-1ubuntu3 and 1.2.0.20091215-1ubuntu2, IBus was changed 
 to use a custom status menu (application indicator) instead of a 
 notification area item.

 Application indicators currently do not allow bitmap icons. So in bug 528213, 
 the new indicator was altered to use a generic keyboard icon instead of the 
 icon representing the current input method whenever the latter is a bitmap -- 
 which is most of the time.

 This makes it unreasonably difficult to tell what input method you are 
 currently using. According to Emmet Hikory, this problem will affect anyone 
 who uses IBus to type Chinese, Japanese, or Korean, who uses an input method 
 that does not cover all the characters they use, but who does not use a 
 dedicated keyboard with specific keys for changing input method.

 Because of the number of people this affects, I think this may deserve fixing 
 for Ubuntu 10.04, even though we're past Final Freeze. As I understand it, 
 fixing it would involve removing 05_appindicator.dpatch from the package.

 Problem occurs in: Ubuntu Lucid
 Does not occur in: Ubuntu 9.10

 Baidu is the leading search engine in China 
 (http://www.reuters.com/article/idUSTRE63R5YM20100429) and growing given 
 Google's departure from China.  It will return results that are more targeted 
 and relevant to users based in China.

 I'm attaching a search plugin xml file for Baidu, generated using some 
 information from OEM Service's communications with Baidu and looking at the 
 suggestion info used in https://addons.mozilla.org/en-US/firefox/addon/9184/

 The suggestion bit works, but not quick enough to suggest as you type...  If 
 you type something in (= 4 chars) and later backspace, you'll see the cached 
 suggestion results that FF received.  Not sure if I did something wrong or if 
 it's just slow.

 Baidu told OEM Services that their name is natively spelled 百度一下 so I used 
 that.  Baidu's site is not translated into English, so I don't see a 
 compelling reason for the name to be the Englishy Baidu instead of what a 
 native speaker would presumably prefer.

 This also uses Ubuntu's Baidu ID for searches (the cl=3tn=ubuntuu_cb bit).

 Just drop the attached plugin into the searchplugins folder in ubufox.

i have tried several en_*,all of them have this issue.

 Confirm this problem, when I select US English I get almost everything
 in Chinese except the clock is showing in English at the right upper
 corner. In my system there is only zh-hans language pack installed but
 not en language pack. And both GNOME/KDE applications are shown in
 Chinese. But I think en strings are in the programs code, perhaps it
 should be able to display in en even if there are not any language packs
 installed on the system.
