I can confirm this bug in kde4.1 on kubuntu 8.04 using ppa packages, if the app is closed the copy buffer is lost. However if klipper is enabled, it is possible to copy paste from a buffer after closing an application, I am also unsure which package to file this bug against, in my own instance kdebase would seem the correct choice.
