I have exactly the same problem. Just upgraded to 16.10 and running latest .28 fixes. Just installed https://launchpad.net/ubuntu/+source/libgphoto2/2.5.3.1-1ubuntu2.2/+build/6106218/+files/libgphoto2-6_2.5.3.1-1ubuntu2.2_amd64.deb on my dell 11-3137 with ubuntu 14-04. My canon powershot elif 310 HS is now properly detected and am ab le to download photos into shotwell.
