anyone have any clues? I can't continue to upgrade my cluster this way
(if my guests crash during live-migration).

It occurs from 1:2.11+dfsg-1ubuntu7.15 to 1:2.11+dfsg-1ubuntu7.18.

Is there any secure way to upgrade my cluster? (besides stop/start my
guests).

the linux-headers-4.9.36 package from //kernel.ubuntu.com/~kernel-
ppa/mainline/v4.9.36/ is broken, just see your own build log to confirm
that.
