Unfortunately, I cannot continue reporting on this bug anymore. I have reinstalled Karmic, done a clean install, that is, and now I am in a process of restoring all from backups. The keyboard works just fine now, at least with only one keyboard layout (Finnish) present. I have NOT tried adding the Russian or US-intl keyboard layouts to the system yet. There were other problems, too, with my computer and the Ubuntu installation: random hangs now and then and a problem with power management so that the monitor did not power on again if the computer had decided to save energy and turn it off. Also the computer had occasional problems finding entries mentioned in '/etc/fstab' (including the root level or '/boot'). The Russian keyboard has the at sign in exactly the same position as the Finnish one, that is, AltGr+2. But no great problem there, because one would need to switch to a western keyboard in order to write an email address anyway. Thank you for reminding me of the file Xmodmap. I have tried to solve the problem with a file /etc/X11/Xmodmap, but to my knowledge, it has no effect whatsoever. I found the idea in http://ubuntuforums.org/showthread.php?t=1311272&page=2. Shall I remove the file in that location, too? With only one keyboard present, occasionally the keyboard layout may revert to the correct one. (I like that!) With more than one keyboard layout, this does not happen. The Finnish keyboard layout had mysteriously corrected itself last night (Eastern European Time). It even had the AT sign on the correct key, AltGr + 2, so I got hopeful and installed the Russian keyboard layout alongside the Finnish one. The result was a sad one. Now I can tell you the steps to produce the error: Step #1: Start /usr/bin/gnome-keyboard-properties, Step #2: Install a keyboard, Step #3: Exit /usr/bin/gnome-keyboard-properties. I am baffled. At times i HAVE had the correct keyboard layout even after the upgrade from Jaunty to Karmic. I am not sure what this depends on or what changes it.
