My system reported a failure and pointed me to this bug, saying that my
issue was the same as this one. For me the problem was that I was trying
to do an upgrade of mysql while the filesystem my databases was on, was
read-only.
I changed my /etc/mysql/mysql.conf.d/mysqld.cnf to point to a database
on a writable filesystem, and changed /etc/apparmor.d/usr.sbin.mysqld to
allow read/write acces to that database. I then did an upgrade again and
things worked.
