I'm having the exact same behavior. Dell T300 server running Ubuntu
13.10. ( 3.11.0-15-generic #23-Ubuntu SMP Mon Dec 9 18:17:04 UTC 2013
x86_64 x86_64 x86_64 GNU/Linux)

eth0 fails, eth1 works flawlessly.

Fresh install of 8.04 on my dell d620 and I can see networks but it
never connects.

In 7.10 it worked about 75% of the time.

Enable the partner repository. Opera is available through apt once
again.
