So, the main problem has been identified:
In kernel v < 4.19 the "normal" BLE commands work.
In kernel v > 4.19 only the BLE extended (BT 5.0) commands work.

When software relies on the "normal" BLE commands, issues arise when
kernel v > 4.19 is being used.

After testing Ubuntu 20.04 on my Intel NUC (NUC8i3BEH) I found out, that 
Bluetooth (LE) [hardware: Intel Wireless-AC 9560] isn't working; hcitool lescan 
reports:
hcitool lescan
Set scan parameters failed: Input/output error

When the error occurs, btmon is reporting:

Beside the following error messages, there are no clues in the syslog 
concerning the error as far as I can tell:

present!
[ 138.152722] debugfs: File 'le_max_key_size' in directory 'hci0' already 
present!

After testing the Ubuntu kernels I found out that this Bluetooth LE scanning 
works just fine with Kernel 4.15 (Ubuntu 18.04 up to date standard kernel) and 
Kernel 4.18 (Ubuntu 18.04.1 HWE EOL kernel).
The problem starts from kernel version 5.0 (Ubuntu 18.04.2 HWE kernel) and is 
reproducible with the current Ubuntu 20.04 standard kernel.

So, my fault: It IS actually a kernel issue. I didn't install linux-
modules-extra-4.15.0-96-generic package when trying out Ubuntu 18.04
stock kernel on Ubuntu 20.04. After installing this package hcitool
lescan works flawlessly...

After some time I am back to:

helps again, but I still can't find any BLE devices with hcitool lescan.

After some more investigation I found out that the software I am using
is NOT using hcitool. It really seems to be another problem since the
custom software and the hcitool lescan command are throwing the same
error observed with btmon:

I also think it's not a kernel issue since bluetoothctl is working and
able to find Bluetooth low energy devices.

Bluez Ubuntu 18.04 version with latest focal kernel also results in:
hcitool lescan

With current Ubuntu 18.04 installed on focal and the current bluez v5.48
(current Ubuntu 18.04 version):

5.3. since it is Ubuntu 19.10's kernel; 4.15 since it is Ubuntu 18.04's kernel.
With both of them it didn't work. Thats strange since hcitool lescan did work 
on the same machine with Ubuntu 18.04 and the 4.15 kernel.

On another machine with Ubuntu 18.04 hcitool lescan works:
uname -a
Linux xxx 4.15.0-88-generic #88-Ubuntu SMP Tue Feb 11 20:11:34 UTC 2020 x86_64

It is not hardware related, since I get the same error with a USB
bluetooth dongle:

hcitool -i hci1 lescan
Set scan parameters failed: Input/output error

hcitool scan is working fine on both devices; bluetoothctl is also working and 
able to find ble devices.
I would normally prefer bluetoothctl, but I got a software which is based on 
hcitool.

dmesg shows this errors:

The 5.1 mainline kernel basically works for me - "ELAN0615 was added,
touchpad is working.

Sadly the kernel errors "[ xxx.xxx ] elan_i2c i2c-ELAN0615:01: invalid
report id data (ff)" are still here and the suspend mode doesn't work
for me (Lenovo V130-14IGM) on this kernel.

The kernel driver elan_i2c_core.c is missing the elan_acpi_id for the touchpad 
used in the Lenovo V130-14IGM laptop. The elan_acpi_id for the touchpad used in 
the Lenovo V130-14IGM is ELAN0615.
I got the touchpad working by building my own patched kernel with "{ 
"ELAN0615", 0 }," added in drivers/input/mouse/elan_i2c_core.c.
Though the touchpad is working properly since using the custom kernel, I get 
masses of the following kernel errors:
[ xxx.xxx ] elan_i2c i2c-ELAN0615:01: invalid report id data (ff)

System:

Lenovo V130-14IGM

Software:

Ubuntu 18.04.1 x64 with standard kernel doesn't recognize the touchpad.
With my custom kernel (currently Ubuntu mainline kernel v4.18-rc8) it is
working with the mentioned kernel errors.

Can someone please commit the mentioned elan_acpi_id in the kernel?

I can confirm this bug is only triggered when the machine got 2-3GB RAM
or less. I got two identical machines running Ubuntu 16.04. One got 8Gb
of RAM and on this machine kswapd0 doesn't deadlock at 100% CPU Usage.
On my 2GB RAM machine the issue is worse than under Ubuntu 15.10

As part of my workaround/fix I downgraded udev and upgraded RAM from 3GB
to 8GB on my homeserver.

I really tried hard DD'ing and filling up RAM but I really can not
reproduce the issue under Ubuntu 15.04 on AWS EC2 nano. On my home
server boxes that issue also didn't appear on Ubuntu 15.04 either - so I
really think it was introduced between 15.04 and 15.10.

The titlebar button in emerald don't seem to work either when opened
maximised. I cannot unstick the maximised window by pulling the titbar
(I'm sure we could in earlier versions), however it is possible to pull
it from the menubar. This unmaximises the window and the titlebar
buttons work as expected.

orientation there as a work around.  I always seem to thave the monitor

Here horizontal scroll is recognized as normal vertical sroll. I can
confirm this on latest Ubuntu 12.04 with Microsoft Optical Mouse 3000.
Worked normal on 11.10 and previous distros.

I've just installed fresh ubuntu 10.0.4. The problem is that system boots 
completely 1 out of 3 attempts.
After I select ubuntu in grub menu I get a blank screen with blinking cursor. 
Then after some time (30-60 seconds) I either get plymouth main process (xxx) 
killed by SEGV signal and boot process continues or nothing happens and I have 
to to a hard reboot. Very annoying. 

Removing quite splash did not help.
