I tried it here. It's 'Menu Layout' in English. From what I observed, the selection doesn't disappear. The highlight is lost. But if you click on the move up /down button *a few seconds later* it does move the selected item. So it's like, It gets locked for a few seconds after the first move up/down (during when another click would do nothing). So, it is a bug.
