Public bug reported: Lubuntu 13.04 Raring ktouch 4:4.10.4-0ubuntu0.1 Installing ktouch without an prior qt/kde packages results in numerous packages being installed successfully. Ktouch will successfully start however, a new user profile cannot be created, resulting in ktouch being unusable.
