Problem has been happening for 2-3 weeks now, tried all diff combination
of settings I can.

Programs that make crackling/static sound when playing audio:
Google Chrome, espeak in terminal, FCEUX NES Emulator.
In google chrome i tested flash and HTML5, (thought it was maybe a flashe issue)

Program that play correct sound with no static:
Google Chromium
VLC
Speak test from sound settings

Only happens on HDMI, computer speakers no.

SOLUTION:

I finally found a solution to my problem randomly.

sudo pico /etc/pulse/default.pa

look for
load-module module-udev-detect
and add tsched=0
load-module module-udev-detect tsched=0

This simple modification fixed all the sound crackling and static on my
PC, in google chrome, chromium, HTML5 videos, etc etc

The crackling is starting to happen in Google Chromium, i think there
was an update and alot of youtube videos are crackling.  Tried switching
to HTML5 and no luck.

In Firefox, the same videos crackle much less, I guess I'll have to
switch to firefox.

Any ideas anyone?

Ok the problem was is Youtube was forcing me onto HTML5 videos.  I downloaded 
an extension to force flash videos, problem is fixed in respect to youtube.
So Flash in Chromium = sound is perfect
HTML5 in Chromium = sound crackling/static

Just checked back google chrome (version 31), Youtube videos with Adobe Flash 
the sound crackles/has static (i dont understand why)
HTML5 videos have static too in Google Chrome.

Having exact same problem, can't log in, my desktop was configured to
auto login

Seems as Ubuntu-session Ubuntu-desktop lightdm are not installed

I just noticed that the upgrade didn't really upgrade. Try
Sudo apt-get -f install
Sudo apt-get update
Sudo apt-get upgrade

I bet you have alot of packages left to upgrade like me. I noticed on
the login screen that hanged originally that it said Ubuntu 13.10 in the
corner as original OP

Can you confirm the same video doesnt crackle in Google Chromium?
Also can you run espeak with some text in Terminal and see if it crackles?

name exceeded, file was not found on original drive nor in new location.
