Not sure how useful a "0Mbps,0%" being printed is and not exiting when
the bitrate/quality values are zero rather than their lengths being
zero.

nohz=off is also required to boot on a Dell Insprion 8500. I also
haven't seen any non-CPU loaded random lockups with the option that I
used to see frequently.

[CPUFREQ] Make ignore_nice_load setting of ondemand work as expected.

ondemand micro-accounting of idle time changes broke ignore_nice_load
sysfs setting due to a thinko in the code.
