I can confirm this. Ubuntu 15.10. I have specified columns/rows to be 120x50 and every new terminal pops up as 119x49. This appears related to whether the menu is show by default or not, and only affects the first instance of the terminal. Subsequent terminal instances open at the correct size, regardless of menu. Also, this affects xfce4-terminal, and in fact, only the first instance of either gnome-terminal or xfce4-terminal is affected.
