I also have an issue with this package. I cannot do anything to fix it.
I have tried deleting all found instances of bandwidthd but Ubuntu seems
to get stuck on it anyway. Here is the latest from the CLI:

Found out how to fix it:

1. In a Terminal do "whereis bandwidthd"
2. Remove all instances of the bandwidth files, including any type designations 
like "...conf". 
 (cd to the listed directories then in each directory do "sudo rm 
bandwidthd" where = any filetype extensions if they exist.)
3. Use "sudo apt-get install bandwidthd".  It will most likely fail to install.
4. Then use "sudo apt-get remove bandwidthd"
