This is the unity HUD field, usually showing when you press alt (default key, unless you have changed it). Does it appear without pressing alt too? I can't remember if this happened only with Ubuntu 12.10, or if I saw it on 12.04. I removed 12.10 and reinstalled 12.04 some time on 2012, but I'm not sure if that would have been before or after I reported this bug. Does it appear without pressing alt too? I don't really know what this questions means. The bug describes what I did. ie. I did not press anything that is not mentioned. That is, I did not press alt (or anything else) before it appeared. Did you press Alt when it did appear? It is possible to hit Esc once to make it go away, but it comes back after about another 10 seconds.
