There appears to be a branch of mod_rpaf which supports setting an SSL header, 
according to this:
https://github.com/gnif/mod_rpaf#readme

I'm not very familiar with Ubuntu / Debian packaging, I can't figure out
where the code that version 0.6.7 is built from, I'm not sure if
multiple versions of mod_rpaf are being maintained. The GitHub version
supports a different option format with underscores added into the
configuration directives.

It would be great to see SSL support included in the version of mod_rpaf
in Ubuntu. The version on GitHub appears to be tagged as 0.8.2.
