It has already been explained why apt is not at fault here and will
not be adapted to handle this kind of breakage.  The problem is in the
package ‘brscan2’ which Ubuntu does not provide.

In comment #4 there are links to several methods you can use to
recover your system.

No, it isn't.  See bug #12508, for example, and
http://www.debian.org/doc/debian-policy/ch-maintainerscripts.html.

The package maintainer scripts contain instructions on how to remove the
package.  APT and dpkg absolutely rely on those instructions and can not
remove a package if they are broken.  It is not safe otherwise, neither
is it clear *how* to remove the package.

It is not the responsibility of apt to support packages with broken
maintainer scripts.  The package brscan2 comes from a third-party and
you should contact them about this problem.

That in itself is a security risk, because then a maintainer can make it
so that the package is not actually removed even if apt says it is, or
make the user think a package is uninstalled when it isn't.

to be a regular (non-security) bug.  I have unmarked it as a security
issue since this bug does not show evidence of allowing attackers to
cross privilege boundaries nor directly cause loss of data/privacy.

looks like this is from a scanner manufacturer.
