This was just changed, as the fix to bug 1053978. That may be what you're seeing. unity (6.8.0-0ubuntu1) quantal-proposed - Launcher should not auto-hide after dragging an icon, if mouse is still over it (LP: #1053978) -- Thu, 04 Oct 2012 18:17:41 +0200 Don't know what to say about the possible conflicts between the behavior decided for the respective bugs.
