I had same error, i tried sudo systemsettings. Clicked few times OK. And everything went fine! I was just about to file this bug... I agree. When I have my bluetooth module turned on, Bob's my uncle. When it's turned off, however, I get this super-cryptic, totally non-newbie-friendly message.
