TeXLive offers an option to create symlinks of the binaries in /usr/local/bin which is in PATH. I guess the error is caused by the wrong install-info script. Install- info is also provided by TeXLive (TL) that I installed manually to have TL 2007 and the TeXLive path is searched before the system path. I just chmod -x the TL install-info and the upgrade process is still running. With 5.10 I had a similar problem I just remembered ...
