I don't think that this should be a GPM bug. Basically GPM is only asking X for whether the computer is idle. There's simply no one else to ask. I've recreated this on Hardy Heron using gnome-power-manager version 2.21.92-0ubuntu2. I tested by using scp to copy a large file from one system to another and my laptop suspended during the file transfer.
