xfswitch itself isn't pulling them in. The default action of your
package manager is attempting to install Recommends.

Try: sudo apt-get --no-install-recommends install xfswitch-plugin

The current debian/control file (where the dependencies are) can be
found at https://bazaar.launchpad.net/~ubuntu-branches/ubuntu/saucy
/xfswitch-plugin/saucy-proposed/view/head:/debian/control

This is the same as the version in quantal
